The City's Transfer Station hours are extended until 5:00 PM through December 11th for residents who wish to help the City by bringing storm debris to the Transfer Station. This is the final weekend for extended hours at the Transfer Station. Effective Monday, December 12th, the Transfer Station will return to normal business hours and fees. The final sweep for storm debris will begin on Tuesday, December 6th and is expected to be completed by Friday, December 16th. Residents have been advised that all storm related brush and branches were to be placed at the curb by December 5, 2011. Any storm debris not put out by December 5th must be brought to the Transfer Station for disposal by residents or their agent. Final collections for Yard Waste service and leaf bags will be the week of December 12th. We appreciate your patience and cooperation as we complete this large clean up effort.

Contractors and City crews are continuing to work dawn until dusk 7 days per week cleaning vegetative storm debris curbside. We anticipate completion of our initial phase of this operation by November 28, 2011. After that date, we will commence the final phase of storm debris removal city wide. In order to accomplish this, we are requesting that residents have all storm related brush and branch debris placed at the curb no later than Monday December 5th. The transfer station hours are being extended until 5:00 PM through December 10th for residents who wish to help the City by bringing storm debris to the Transfer Station. Here are some guidelines for placement to help us serve you: • Debris must be storm generated and from private property only. • If at all possible, keep piles of debris clear of overhead power lines and tree limbs. • Do not block sidewalks or allow branches to extend into the road. Remember your neighbors and children that use the sidewalk. If needed, brush/branches can be up to 10 feet back from the curb. • Do not place leaves or storm debris in storm drains, as this will cause flooding. • Keep debris piles away from intersections and traffic signs; we need to ensure the safety of all those using the roadway. We appreciate your cooperation and patience as we work to complete this massive clean up effort.

The City of Bristol is deploying new recycle barrels to many streets in October. The new barrel is for all recyclable materials. This method of recycling, called Single Stream recycling, will give residents more capacity for all recyclable materials. It will be emptied using automated trucks, similar to those used for rubbish collection. The City of Bristol is committed to increasing recycling. Aside from being a state law, recycling saves tax payer dollars. Recycling materials are processed at almost half the cost of rubbish. Recycling also helps the environment, and it's the right thing to do. For a list of which streets will be getting recycle barrels, along with the deployment and collection schedule, please go to: www.bristolct.gov/newrecycle For any streets not listed or that do not currently have recycle barrels, The City we will be deploying new barrels next year until the entire city has the new barrels. The area will extend from intersection with Allentown Road/Witches Rock Road/Wolcott Street to the town line. The work will consist of installation of storm drainage, pavement reclamation, roadway pavement, curbing driveway aprons and curbing. The Department of Public Works expects the major components of the work to start on Tuesday September 6, 2011, and will be substantially complete prior to winter. As part of the proposed construction, the City will restore affected areas by loaming, seeding, repairing walkways, and driveway aprons. There may be minor traffic delays during construction, however the road will remain open for mail delivery, emergency vehicles, and local traffic at all times. Temporary "No Parking" signs will be posted as needed during construction. ________________________________________ Witches Rock Road: The City of Bristol will be doing extensive road work on Witches Rock Road. Construction will extend from Allentown Road to the Bristol/Wolcott town line. To assist with storm clean up, the Transfer Station is extending their hours and will be open from 7:15 AM to 7:30 PM through Friday 9/2/11. Saturday hours are also extended with the station open from 7:30 AM to 4:00 PM. The City will run the extended opening hours next week from Tuesday 6 September through Saturday 10 September. In addition to the extension of the Transfer Station's operating hours the City of Bristol Public Works Department is also able to assist residents and businesses in the area where the waters of the Pequabuck River, Copper Mine Brook and other waterways deposited sand, silt and sediments on the driveways, walks, parking lots and lawns assistance in disposing of the materials. Sand, silt, and sediments from Bristol residential and business property in the impacted areas may be brought to the Transfer Station by those holding valid residential permits. The City has designated an area where we will hold the material for testing and final disposal. Transfer Station permits are available at City Hall (Monday through Friday 8:00 AM to 5:00 PM). A Bristol driver's license and cash or check (only) for $25.00 is required to purchase a residential Transfer Station permit. Please do not discard any of these materials in rubbish, yard waste, or recycle barrels. In order to insure that our storm water drainage systems function as needed we also ask that the materials not be dumped or swept into storm water catch basins. The City will continue to sweep the streets in the impacted areas several times during the next two weeks. Small amounts of the sand, silt and sediment may be moved to the edge of the roadway and we will pick it up with the street sweeper. If you sweep material to the curb please call Public Works so that we may put in a service request noting that the material is at the curb. The Department of Transportation announced today that Pine Street in Bristol, between Birch Street and Todd Street, is scheduled to be closed from April 11 to April 29, 2011. The section of Pine Street, between Birch Street and Todd Street, will remain open for local traffic only. Eastbound traffic on Pine Street will detoured along the new portion of Route 72 to Central Street. Westbound traffic will be detoured on Birch Street, Redstone Hill Road and Emmett Street. This road closure is being implemented to facilitate the relocation of the last section of Pine Street as part of the ongoing Route 72 Relocation project in Bristol and Plainville. This $40 million project is being performed by Manafort Brothers, Inc. of Plainville, Connecticut under contract with the Department of Transportation. Travel out of neighborhoods required driving on snow-covered streets this morning. The Public Works Department understands that although this made the beginning of your commute difficult, it was necessary due to the weather forecast for the evening and early morning. We did not ignore the residential subdivision streets last night; in the early evening all the streets were plowed of the snow that fell yesterday and our heavy equipment spent the night widening out neighborhood streets in some subdivisions. Our forecast weather called for the second phase of the storm beginning around 1 A.M. as a snow/sleet mix with a possible change-over to freezing rain before the morning commute. With frozen ground, we made a decision not to plow off the accumulation of snow and sleet on the subdivision streets because the freezing rain would glaze over the roadways. We are unable to quickly respond to roadways glazing over throughout the City and needed to keep the roads in a passable condition if possible. With the snow/slush on the roadway, any freezing rain would turn the accumulation into slush that can be driven through. We could then plow off the slush and treat the roadway as needed once the freezing rain ended.
As it happened, we actually had a good situation in that temperatures stayed up during the evening and we had predominately snow that changed over to sleet around 4 a.m. We did not get the predicted freezing rain. Early this morning City crews began clearing the main commuting arteries and are now working into the secondary roadways and subdivisions. We have also called in our snow plow contractors to assist in our operation this morning. The current forecast has the winter storm clearing out before noon and we hope to have all roadways plowed and treated by mid-afternoon.
For reference: The City has over 225 miles of roadway plus City facilities and schools that must be cleared of ice and snow during a winter event. Because some of the roadways have more than two travel lanes, we plow and treat over 500 lane miles of roadway. The City (Public Works, Parks, Water and Water Pollution Control Departments) have 20 trucks equipped with material spreaders that we use to treat the roadways. The Parks, Water and Water Pollution Control vehicles have a primary responsibility to keep their Department's facilities and roadways open and are available to assist Public Works Operations once they complete this service. We have seven additional Public Works trucks and pieces of heavy equipment we can put out on the roadway to plow as needed, but during a storm event the heavy equipment share double duty plowing and loading de-icing materials onto the fleet. Additionally, the City has another 43 vehicles on contract that we can call in to assist our plowing operations but these vehicles are not equipped to spread de-icing materials.
It takes the City and Contractor crews 6 to 8 hours to plow all the City streets and clean up facilities and schools after a 6-8 inch snowfall. If you clear your driveway right after a storm ends, it is likely a plow truck will come by plowing twice or more as we continue our operations. If you clear your driveway we recommend that you leave a berm of snow at the street edge until we complete our operations. Otherwise, each time our plow comes by snow will spill from the plow into the open area.
With only 20 vehicles equipped to spread de-icing materials, it takes us over 6 hours just to drive all the streets and apply treatment. This is why you might see a City truck out two hours before the beginning of predicted snowfall. In a situation like last night we also cannot get to all the streets to treat them quickly if icing begins to occur and we must leave some accumulated snow on the road to minimize the icing that occurs.

Bristol now offers enhanced recycling to its residents. To make recycling easier, residents no longer have to separate their paper recyclables from their bottles, cans and plastics. Our list of acceptable recyclable materials has also grown. We now accept clean food and beverage containers (plus shampoo and laundry detergent containers) made from plastics marked with the recycle symbol 1-7. We've also added boxboard to the list of items. Boxboard (also known as grey board) includes cereal boxes (with the liner removed), shoe boxes, and similar items. Please remember that plastic bags are not allowed in recyclables. As we move towards automated recycling city-wide using wheeled barrels, we will no longer purchase additional recycling bins. We will retrieve bins where available when routes are converted to automated recycling, and will make those recycle bins available as needed. If you are in need of additional recycling containers, please consider using the following items for your recyclables: laundry baskets, milk crates, kitchen trash bins, and similar items less than 20 gallons in size. Effective July 30, 2010 the City Council approved a change of City Ordinance Section 10-11 regarding curbside collection. The Ordinance changed the time for putting rubbish and recycle at the curb for collection. Residents must now have their collection items curbside by 6:00 AM on the day of collection. The Ordinance previously referenced 7:00 AM as the set out time. Although collection schedules are not changing, the ordinance change allows Public Works to have the flexibility to begin collection routes earlier if needed. One example would be if severe weather is imminent, Public Works can begin and end collection earlier to avoid unsafe conditions.

The City of Bristol Public Works Department is again extending the hours of the Transfer Station to assist residents with their storm clean up needs. The Mayor has stated that the City will continue to monitor the needs of the residents as they address their clean-up operations at their homes and business resulting from last week's tornado. Due to storm clean up activities, the Transfer Station has received approximately 1 and ½ months worth of debris since the tornado of 7/21/10. Discussion with individuals using the Station indicated there is a need to continue the extended hours. In response to this need, the City decided to extend the late hours through August 6th. The Transfer Station will be open from 7:30 AM to 6:00 PM on Saturday 7/31/10, and Monday through Friday next week 8/2/10 to 8/6/10 from 7:15 AM to 8:00 PM. Tree branches may be brought by Bristol residents to the Transfer Station with a residential permit, which is available at City Hall (Monday through Friday 8:00 AM to 5:00 PM). A Bristol driver's license, vehicle registration, and cash or check (only) for $20.00 is required to purchase a residential Transfer Station permit. Branches brought to the Transfer Station should be no larger than 4 foot long and 6 inches in diameter. Stumps are not accepted at the Transfer Station.

Wednesday, July 14, 2010 Effective 8/2/10, all Bristol residents recycle day will change to the day AFTER rubbish collection. Friday collections will move to Monday. Holiday schedules will delay each collection by one day. Recycling will still be every other week, but one day later than the current schedule. This change is being made in anticipation of single- stream recycling which uses 95 gallon barrels for all recyclable materials. Single stream recycling will be implemented city-wide over the next three years. Some areas of Bristol do not have enough curbside property to accommodate both rubbish and recycle 95 gallon barrels on the same day. Shifting recycle to one day later than rubbish will allow enough room for barrel placement.

The City's Joint Board approved the first phase of full implementation of single-stream recycling for the remainder of the City over the next three budget years. The City of Bristol recently received a grant that will fund single-stream recycling for 760 additional Bristol homes beginning in early fall 2010. In addition, the City plans to convert another 3,850 homes to single stream recycling over late fall 2010 and spring 2011 as we receive the automated trucks needed for collection. The remainder of the City will follow over the next two budget years. The implementation of single stream recycling creates the need to shift residents recycling day so that both solid waste (rubbish) and recycling barrels are not out at the curb on the same day. Several areas of the City do not have enough curbside frontage for both rubbish and recycle barrels on the same day. Consequently, the City of Bristol Board of Public Works has revised the solid waste and recycling collection schedule for all residential homes within the City to shift the normal collection of recyclable materials to the next working day, beginning Monday August 2, 2010. (i.e. Monday rubbish collection will have Tuesday recycling collection during your regularly scheduled recycle week). Bristol, CT, April 16, 2009 - In a prepared statement today, Mayor Ward announced that the Community Gardens in Bristol are set to go. "This is a great opportunity for the residents of Bristol, who don't have land to plant a garden," said Ward. "The location of the gardens at the Bristol Senior Community Center is especially convenient for seniors who now live in apartments or condominiums and still would like to do recreational gardening."
Ward continued, "Families can take advantage of a Community Garden because of the opportunity to teach children about planting and the healthy benefits of fresh vegetables."
The plot sizes are 16ft by 16ft. There are 24 plots available this year on a first-come, first-serve basis. Starting Monday, April 20th, at 8:30 am, applications are available at the Senior Center office at 240 Stafford Avenue.
Mayor Ward said, "Special thanks go out to the Bristol Garden Club for donating funds to this project, and to Public Works and the Senior Center for their input and assistance."

The Bristol Water Department in conjunction with the Southington Water Department and local volunteers will be hosting a free Medication Disposal Program for City of Bristol and Town of Southington residents on Saturday April 25, 2009. The program will be held at the Southington Water Department Headquarters from 10 AM to 2 PM. The Southington Water Department is conveniently located just off Route 229 at 605 West Queen Street, approximately 1 mile south of the Bristol / Southington town line.
This free event is an opportunity for you to clean out your medicine cabinets and bring all expired and unwanted medication (prescription, vitamins, over-the-counter and veterinary) for proper disposal. All medicine will be disposed of properly by incineration and no medicine will be re-used or re-sold. Also, thermometers, needles or medical waste of any type will not be accepted.
All medicines returned should be in their original bottle with the name and address of the patient crossed off with a permanent maker. If you do not have a marker one will be provided at the event. Be sure to leave the name of the medication visible for the pharmacist's review. A law enforcement officer will be in attendance per State and Federal laws.
You will be asked a few general questions, such as town of residence, why the medication is no longer wanted and how did you hear about this event. No personal information will be requested.
This is a new program that will not only help keep Bristol and Southington's drinking water clean, but will also help protect the health of our children and the environment.

The City of Bristol Public Works Department is expanding their de-icing program throughout the city using a product called Ice B Gone 2 on city streets during the 2008-2009 winter season. This product with a magnesium chloride wetting agent is applied as a pre-treatment before a winter storm, as weather permits, and is intended to prevent ice from adhering to roadway surfaces. This de-icing and road treatment was used as a trial in the area around Redstone Hill Road with very positive results during the 2007-08 and 2008-09 winter seasons. In addition to being more effective than traditional sand/salt treatment, the de-icing treatment uses less material saving money in our winter operations budget.
Ice B Gone 2 is a treated rock salt material that is environmentally friendly, less corrosive and is distributed more efficiently than traditional rock salt. Ice B Gone 2 lasts longer and melts faster at lower temperatures than regular salt. Ice B Gone 2 also prevents refreeze commonly associated with regular rock salt. The treatment of the salt results in less bounce and scatter when applied to the roadway. Residents may not be able to detect a visible material on the roads, but treated roads will have better traction and minimal icing once snow/ice begins to cover the road. This product will also be applied during and after precipitation as needed. A salt/sand mixture and liquid magnesium chloride may also be applied as needed.
During or after a winter storm, you may not see evidence of sand having been distributed on City streets, but please be assured that the City of Bristol will be treating roadway surfaces to ensure safe travel.

Main Street will be reopened to traffic by October 17, 2008. Through traffic will be allowed through the construction area.

Leaf collection begins 10/20/08 and will continue through the month of November. Leaf bags are collected on the normal rubbish collection day. Please bring your leaf bags curbside as soon as they are filled and leave them curbside until collected. Leaf bag collection is available to all city residences eligible for curbside rubbish and recycling services.
Leaves are only collected in brown (recyclable) paper leaf bags that are available at most home and garden stores (Ace Hardware, Tru-Value, Home Depot, etc). There is no maximum limit to leaf bag collection at a residence. Leaf bags containing dirt, sand, rocks, sod or materials other than leaves will not be collected. Leaf bags must be placed curbside and not within the residence's property for proper collection. Loose leaf piles will not be collected.
Residents are encouraged to clear leaves and other debris from the tops of catch basins abutting their property during the fall leaf collection period to help prevent localized flooding conditions during the fall and winter months.
Leaves, grass, and twigs can always be taken by residents to the City of Bristol Solid Waste Transfer Station. At the Transfer Station, leaves, grass, and twigs in bags (other than paper yard waste bags) must be emptied out. A permit is required to access the Transfer Station.

The City of Bristol is replacing the storm drainage culvert under Matthews Street west of Sand Hill Road in the area of #243 & #258 Matthews Street.
Matthews Street will be closed to through traffic between Sand Hill Road and Crest Drive for a two to three week period starting on October 14, 2008 to facilitate the culvert replacement.
Work will commence with clearing and site preparation work during the week of October 6, 2008. Local traffic will be allowed to pass through the construction site during the preliminary part of the construction until the road closure. The road closure and reconstruction will begin on October 14th and will be substantially complete by the end of November.
Portions of lawns and driveways disturbed as part of construction will be repaired at the City's expense.
Minor delays may occur on Matthews Street during construction, however local residents will have access to their property during construction, and there will be no interruption of mail, rubbish or other services.
A detour map for through traffic is available on the City's web site at www.ci.bristol.ct.us/publicworks or by contacting the Department of Public Works. It is recommended that through traffic use Perkins Street or Hill Street during construction.

PUBLIC INFORMATION MEETING
Coppermine Brook Drainage Study
The City of Bristol announced in April 2008 that it would be conducting a study of the Coppermine Brook watershed area. The City recently received the completed Coppermine Brook Drainage Evaluation report from its consultant. The purpose of the study was to analyze storm water flow during rain events in order to identify potential solutions that will mitigate flooding along the brook and within the watershed area.
Mayor Arthur J. Ward has requested a public information meeting to be held at the time and date indicated below to discuss the study and findings.

The City of Bristol will host a Household Hazardous Waste Collection on Saturday, October 4, 2008. The collection will be held at the Bristol Public Works Garage located at 95 Vincent P. Kelly Road (off Route 229) from 9:00 AM to 2:00 PM.
This Household Hazardous Waste Collection is free of charge and is open to residents of Bristol, Berlin, Burlington, Meriden, New Britain, Plainville, Plymouth, Prospect, Southington and Wolcott. Identification will be required as proof of residency. No waste from businesses will be accepted.
Items to be accepted include:
Pesticides and poisons, herbicides and weed killers, oil-based paint, paint thinners, varnish, household batteries, hobby and photographic chemicals, pool chemicals, household cleaners and disinfectants, antifreeze, waste oil, gasoline, fertilizers, fluorescent bulbs and mercury. Items that can not be accepted include:
Latex paint, tires, propane tanks, computers and electronic equipment, explosives, smoke detectors, medical waste, fire extinguishers, empty containers - and waste from any businesses.

The Connecticut Department of Transportation is announcing that construction work is scheduled to begin on September 8, 2008 for the drainage improvements on RT 6 @ RT 69 in the city of Bristol. The contract was awarded to VMS Construction Co. of Vernon, Connecticut at an estimated cost of $5,637,363.00. Construction is scheduled to be completed on August 25, 2010.
The project will include the installation of box culverts and various other drainage structures to improve drainage from Federal St. to Oakland St. on Rt. 6 and the intersection of Rt. 69 and Maple St. Traffic signals will also be installed @ Rt. 6 at North Main St. @ Rt. 69 @ Rustic Terrace & Bristol Commons @ Oakland St. & Lewis St.
The Contractor will not be permitted to perform any work that will interfere with the existing number of lanes of traffic, including all existing turning lanes.
Monday through Friday between 5:30 a.m. and 10:00 p.m.
Construction signs will be utilized for traffic control.
Motorists are advised to reduce their speed accordingly through the work zone.
